Speak Up, Show Up, Vote: Don’t Let Idaho’s New Law Silence You

In Idaho, the right to vote is becoming harder to exercise—especially for people with disabilities. House Bill 340 (HB 340), passed in 2023, requires all voters to present a current photo ID with a residential address in order to vote in person or request an absentee ballot. While this may seem like a simple rule, it creates serious obstacles for many Idahoans, particularly those with disabilities.

Voting is a constitutional right. But under HB 340, that right now depends on having the right kind of government-issued ID. For many people, that’s not easy to get.

Some people with disabilities don’t drive and don’t have a driver’s license. Others live in rural areas where there is no public transportation to get to a DMV office. People living in group homes, assisted living facilities, or transitional housing often face delays in receiving mail or updating their address, which can make it impossible to meet the new ID requirements.

This law doesn’t just affect people with disabilities. It also creates problems for young voters, students, and low-income Idahoans. The League of Women Voters of Idaho has even stopped its voter registration work, saying the law is too confusing and puts voters at risk. They and other organizations are now challenging the law in court, arguing that it unfairly blocks access to the ballot for too many people.

Supporters of HB 340 say the law helps protect election security by making voter ID rules more consistent. But the real impact is that it makes voting harder for people who already face barriers. The law doesn’t increase access or improve participation—it limits it.
